Matt Grogan has dedicated over 20 years to the field of public safety communications, serving in 9-1-1 centers across the Chicagoland area and Las Vegas. Throughout his career, he has developed deep expertise in center operations, management, fire dispatching, and critical incident response. His skills were put to the ultimate test during the Route 91 Harvest Festival shooting, where he played a key role in managing communications during one of the most significant critical incidents in recent U.S. history.
In 2022, Matt transitioned to the private sector, joining RQI Partners, Inc., where he led the Telecommunicator CPR (T-CPR) program until its conclusion in 2024. He also partnered with Mission Critical Partners, providing subject matter expertise on a variety of public safety consulting projects. In both roles, Matt leveraged his operational knowledge to improve outcomes for emergency communication centers nationwide.
For the past five years, Matt has served as an instructor with the Denise Amber Lee Foundation, working alongside Nathan Lee to share Denise’s story and inspire lasting change. Through his teaching, Matt has helped raise the standard of training for 9-1-1 professionals across the country.
In 2025, Matt was named the Foundation’s Director of Program Development, where he leads all programs and initiatives, including oversight of the Foundation’s growing quality assurance services. In this role, he is responsible for expanding training offerings, advancing national advocacy efforts, and ensuring the highest standards in public safety communications. Matt remains dedicated to equipping dispatchers with the recognition, tools, and education they need to succeed and make a meaningful impact in their communities.
Matt is a certified Emergency Number Professional (ENP) through the National Emergency Number Association (NENA). He also holds certifications as a Communications Center Supervisor through APCO International and is a Certified Emergency Medical Dispatch Quality Assurance Specialist (EMD-Q). In addition, Matt has earned numerous certifications from the National Fire Academy, FEMA, and the Center for Domestic Preparedness, reflecting his broad expertise in emergency management and public safety operations. He is also a Certified Customer Success Manager (CCSM).
